Education Programme Consultant (Freelance)

Role Overview

 

The Bradford Police Museum has received funding through the Museum Development North Open Grants programme to deliver a 6-week development project, which will support the scoping and future growth of the museum’s educational programme. As a result, the museum is now seeking to appoint a Freelance Education Programme Consultant to lead this short-term scoping project. 

Working closely with the Museum Manager, volunteers, and key stakeholders, the consultant will bring professional expertise to refine the museum’s existing educational offer, ensuring it is evidence-based, scalable, and aligned with audience need and organisational capacity. This role will play a critical part in shaping a future National Lottery Heritage Fund project, laying the groundwork for a structured programme that supports both increased access to heritage and long-term organisational sustainability.

Time Commitment

 

The role will begin on Monday 15 June 2026 and run until Friday 7 August 2026. The consultancy will require 12 working days across the 8-week project period, with a mixture of museum-based and remote working. To support consistent project development and stakeholder engagement, the days should be spread evenly throughout the project, with no more than 3 working days undertaken within any two-week period. These working days will be agreed in advance with the Museum Manager at the start of the project.

The fee for this role is £4,200. 

 

Purpose of the Role

 

The consultant will:

 

  • Translate existing pilot activity into a clearly defined and structured education programme

  • Provide professional insight and challenge to strengthen programme design

  • Develop a realistic delivery model that can operate with limited staff and supported volunteers

  • Ensure the programme is audience-led, accessible, and sustainable

  • Produce a costed and deliverable framework to support future funding applications

 

Key Responsibilities

 

The consultant will deliver the following as part of the 8-week project:

 

1. Review & Analysis

  • Review existing educational activity and materials

  • Assess the current programme framework

  • Identify strengths, gaps, and opportunities

 

2. Audience & Stakeholder Engagement

  • Engage with key stakeholders (e.g. teachers, education partners)

  • Identify priority audiences and their needs

  • Explore barriers to engagement and access

 

3. Programme Development

  • Develop a structured educational programme, including:

    • school workshops

    • outreach/in-school learning

    • family and school holiday sessions

  • Define session formats, delivery approaches, and learning outcomes

 

4. Delivery & Workforce Model

  • Develop realistic delivery models based on:

    • limited staff capacity

    • supported volunteer involvement

  • Define the role of a future Educational Facilitator

  • Recommend approaches to volunteer engagement, support, and training

 

5. Resource Development

  • Scope learning resources such as:

    • classroom packs

    • digital learning materials

  • Ensure resources are practical, accessible, and reusable

 

6. ​Sustainability Planning

  • Develop a balanced model of:

  • income generation (e.g. school visits)

  • free and accessible provision

  • Contribute to a costed programme framework

 

7. Final Outputs

The consultant will produce:

  • A structured Educational Programme Framework

  • Defined delivery and staffing model

  • Audience and engagement insights

  • Resource development plan

  • Costed programme outline

  • Final Scoping Report to inform a future NLHF application

Person Specification

 

Essential Skills & Experience:

  • Experience in museum or heritage learning / education programme development

  • Proven ability to design audience-focused educational programmes

  • Experience working with schools, young people, or community audiences

  • Understanding of curriculum-linked learning

  • Ability to develop practical and deliverable programme models

  • Experience working with small organisations or volunteer-led environments

  • Strong facilitation, communication, and stakeholder engagement skills

 

Desirable Skills & Experience:

  • Experience developing programmes for historic or social history collections

  • Knowledge of inclusive learning and widening participation

  • Experience creating learning resources (physical or digital)

  • Understanding of funding environments, particularly National Lottery Heritage Fund

  • Experience supporting volunteer development or training

Wider Context of the Role

 

This role is not only about developing an education programme, but about helping the museum transition towards a more sustainable and resilient model of working.

The outcomes of this project will directly inform a future National Lottery Heritage Fund application, supporting the creation of a part-time Educational Facilitator role. This role will increase staff capacity, enable consistent programme delivery, and provide structured support and training for volunteers.
